New Year will give the Russians a few surprises, and it cannot be said that all of them will be pleasant. So growth of housing and communal services tariffs in 2017 will exceed the threshold of 5%, and this can severely “hit” the family budget of many citizens.

The size of utility bills will depend on the regional specifics (Moscow will “suffer the most” - an increase of 7%), officials say. Nevertheless, the increase in tariffs is quite expected given the inflation rate next year.

The increase in the cost of utilities will take place as early as July 1, 2017. This is stated in the official order of the government of the Russian Federation. Of course, this news immediately spread throughout the regions and caused a storm of indignation from citizens.

Given the current financial, acute budgetary shortage, as well as the level of salaries, the increase in tariffs was hardly part of the plans of the Russians. But the decision to cancel will not work, so you will have to get used to future tariffs and think over spending more carefully.

The maximum price increase will take place in Moscow - residents of the capital will have to pay utility bills, which increased by 7%. At the same time, the minimum level of growth is planned for Chukotka and North Ossetia. This indicator for St. Petersburg will not exceed 6%.

Experts are confident that the increase in the cost of electricity should be carried out gradually, without burdening the population. Otherwise, a situation may arise when citizens are not interested in saving resources and simply stop paying for the consumed kilowatts. Officials are confident that there is no need to be so afraid of the indexation of tariffs for utilities, because given that it will even be invisible. The good news is that on the eve of the elections, the tariffs can be left unchanged for some time. However, it is not worth delaying either, because then the communal infrastructure, which is already in an inadequate condition, will be significantly affected.

Potential Threats Due to Rising Tariffs

If we look at the increase in tariffs from a different angle, it becomes clear that this is not a simple whim of the government. Expert Vladilen Prokofiev conducted a number of studies and determined that at the end of 2015, only 1.1% of water pipes had been replaced in Russia. Judging by the fact that the economic crisis has not yet left the edges of our homeland, it can be concluded that the picture with the replacement of pipes has not fundamentally changed.

Prokofiev noted that complete replacement of pipes throughout the state will take 90 years, and this is several times longer than the permissible service life. As a result, the quality of consumed water will gradually deteriorate, and this will cause frequent health problems in people. Let's say more, the number of accidents will increase, which entail large monetary costs.

Experts are confident that an adequate policy of setting tariffs for the utilities sector will help to change the situation. All prices set for a particular service should be economically justified and involve periodic replacement of equipment without burdens on local budgets and directly to citizens.

Otherwise, a so-called "time bomb" is formed, which sooner or later will make itself felt, as a rule, at the most inopportune moment.

In addition, the policy in this area should be pursued under the slogan “Improving Energy Efficiency”. How to do this is shown by world experience, where an increase in tariffs is impossible without defining a real mechanism for saving electricity. In this situation, citizens can use first-class utilities and do not know what overpayments are.

Targeted assistance from the state to some segments of the population will help to reduce the wave of negativity that arose against the background of an increase in tariffs. Not all citizens can afford to pay the accrued “communal” amounts in full, so they have the right to apply for a subsidy and experience all its benefits by personal example.

The future of housing and communal services

Realizing the fact that many residents of the country are unable to pay high utility rates (due to the raging economic crisis), the authorities will try to introduce new tariffs without burdening the wallets of their fellow citizens.

Also, due to the fact that this area is constantly subsidized (the poor are able to pay only a small part for communal services), this leads to the idea that the increase in prices for utilities will go almost unnoticed.

One should not lose sight of the fact that the authorities took into account the constant complaints of the population about the visible flaws in the work of housing offices, namely, incorrect bills, because of which residents have to overpay for services. This problem was quickly resolved - fines were established, and, moreover, rather large (200-300 thousand rubles).

In the event of a “mistake” or inaccuracies in the accounts, the culprit will be punished. In view of all this, the population of Russia can hope that in the near future relations with the employees of the housing office will become "transparent" and fruitful, and the services themselves will carry out overhaul of equipment and provide quality services on time.

The Russian government has made a proposal to increase the cost of housing and communal services, ensuring the functioning of buildings and creating safe and comfortable living, at the level of forecast inflation. According to experts, this time it is necessary to be skeptical about the official information about the increase in tariffs, since the cost of housing and communal services may exceed the announced figures.

How much will the gas supply rise in price?

The cost of services for Russian citizens will almost double next year. This is much higher than the mark that the government Russian Federation voiced earlier. According to the published forecast, which contains trends and priorities, target indicators and indicators of the socio-economic development of the Russian Federation for three years, the increase in tariffs for gas supply will be made within 3%. Compared to the same indicator for 2016, the difference will be more than 1%. It is noteworthy that housing and communal services for industrial facilities will not be indexed as rapidly.

The construction of the May economic forecast based on economic and mathematical methods with observance of scenario conditions suggests that gradual positive changes in the Russian economy require an increase in the cost of gas in three stages:

  • First step. Will be implemented from July 2017. The cost of gas supply to residential premises will rise by 3%.
  • Second phase. Will be implemented from July 2018. Gas prices will be 2.4%.
  • Stage three. Will be implemented from July 2019. The gas price will be 2.1%.

It should be noted that in 2016 the maximum increase in the cost of gas supply, according to government forecasts, did not exceed 2%.

How much will the utility sector rise in price?

Despite the previous forecasts of the Russian government about a sharp increase in household spending on the consumption of utilities and housing and communal services in 2017, the process of rising tariffs will take place taking into account some mitigating effects. In particular, the Ministry of Economic Development promised maximum change indices by mid-2017 to 4-5%, by next year to 4.3% and by 2019 to 4% exactly. However, in the opinion of the heads of government bodies, due to the unfavorable conditions of the financial and economic condition of enterprises in this sector, the most correct solution to the phased implementation of the planned plan would be to increase the system of rates of payment for inflation.

The system of payments for the consumption of communal resources in general, and the operation of boiler houses and CHPPs in particular (which account for almost a third of the total amount of payments by Russians for housing and communal services) will increase significantly next year. It is assumed that the annual growth will be about 1 pp. And if earlier the percentage of 4.1% was expected, then today experts predict that this figure will be at least 4.7% next year, with a subsequent change to 4.4% and 4.1%.

It is worth noting that the tariffs for the supply of water to consumers of apartment buildings in the required quantity and you, in accordance with the target indicators, will noticeably decrease in comparison with the previous planning by an average of 1.6%. According to the chairman of the RAVVV Elena Dovlatova, it is not worth expecting a greater increase in prices for housing and communal services, since already now the burden on the country's citizens is extreme. In addition, a quarter of the population of Russia is of the opinion that it is not necessary to pay for water at all. And taking into account the current state of tariffs, it will be practically impossible to update outdated housing and communal services facilities, to bring them in accordance with new requirements and norms, technical conditions and quality indicators. According to the director of the Russian Association for Water Supply and Sanitation, more than 80% of housing and communal services enterprises do not generate profits and operate at a loss. Therefore, in order to talk about any modernization, it is necessary either to raise tariffs again, or to reduce most of the current costs.

How much will electricity cost?

In 2017, the government intends to carry out a large-scale indexation of utility services for electricity, taking into account inflation. But unlike other sectors, analysts are promising moderate price increases. According to the government's official statement on socio-economic development, starting next year and before the expiration of the planned three-year period, the cost of housing and communal services for electricity should not exceed the maximum predicted inflation threshold. So, from July 2017, the indicators of price growth in the retail market will be at the level of 7.1%; in 2018 below 6%; in 2019 - 5.4% (average).

Overhaul services will also become a separate expense item in 2017. It is likely that in the future, the payment for it will be collected not only from homeowners, but also from tenants of residential premises in an apartment building under a social tenancy agreement. According to the deputies of the State Duma, to date, the corresponding order of the Ministry of Construction and Housing and Communal Services of the Russian Federation has already been approved, containing the main provisions and recommendations on the size of the cost of capital repair services for social hiring. In other words, the owner of a living space can shift responsibilities in this area of ​​housing and communal services to a social tenant.

It should be noted that the increase in housing and communal services tariffs will not occur in all regions in the same way. Less economically developed regions will cost a minimal increase, but the more developed parts of our country will be slightly more burdened with cash costs.

How housing and communal services tariffs will rise in the regions of Russia

According to the aforementioned Government decree, the minimum increase in tariffs from 1 July 2017 will happen in North Ossetia; in Dagestan and Kabardino-Balkaria - by 3.3%; on Sakhalin, Adygea, Chukotka, Chechnya, Karachay-Cherkessia, as well as in Kaluga, Tambov, Belgorod, Murmansk, Kursk and Tver regions - tariffs will grow by no more than 3.4%. The next on the list are Primorsky Krai, Irkutsk and Sverdlovsk regions: the increase in these areas will stop at around 5%. A slightly larger amount will increase the size of utility bills in the Kemerovo region and Bashkiria - respectively, no more than 5.9 and 5.8 percent. But the residents of our Northern capital, as well as Kamchatka and Yakutia, will suffer even more - they expect a 6% rise in prices. The highest tariffs will overtake metropolitan residents: the amount in their receipts will increase by 7% from the second half of 2017.

Which utilities will rise in price the most in 2017

It is quite difficult to answer this question unequivocally, because the cost of individual utilities ( hot and cold water supply, sewerage, electricity supply, gas supply and heating) in the coming 2017, will be directly determined by local authorities, but at the same time the total increase in prices for utilities should not exceed the limit (so-called maximum) indices established by the Government for a particular region (see above).

If we look at the growth of tariffs in 2016, in the country as a whole, we can draw some conclusions: the prices for electricity increased most of all - up to 15%, followed by hot (7.8%) and cold (7%) water. Gas prices rose least of all - by only 2%.

Experts promise us that in 2017 the overall level of tariff increases will not be higher than the inflation rate in the coming period. It is worth recalling that in 2017, according to various forecasts, it will be from 4 to 6%.
